I found Professor Reichman’s analysis of the CSU Budget excellent; his calculation that the budget reduction is only 4.5 percent rather than 18 percent is most insightful. There is, however, one statement that I disagree with. He states “It surely would have been worse under Meg Whitman…”. First of all this is totally irrelevant to our current situation (is there a hint here of possible buyer’s remorse?). But further he has absolutely no idea what she would have proposed for the budget of the CSU. Perhaps she would have cut the salaries of the prison guards (which Jerry Brown would not dare to do) or made greater cuts in welfare programs. Perhaps unlike Jerry Brown she would consider the mission of the CSU her top priority.
